Assignment of Responsibilities under the
Public Service Management Act 1997

Paul Hogan has responsibility at Acting Assistant Secretary level for the Planning Division, and in particular for  ensuring that the appropriate strategic policy and legislative planning framework is in place to promote sustainable economic growth and balanced regional development, e.g. through implementation of Project Ireland 2040: National Planning Framework (NPF), maintaining a transparent and robust planning system, and providing appropriate policy guidance and resources to planning authorities and An Bord Pleanála to deliver their statutory functions and requirements and new functions relating to the Office of the Planning Regulator (OPR). This role necessarily involves interaction on Regional Spatial and Economic Strategies (RSES), urban regeneration policy including the Urban Regeneration and Development Fund and land management policy, including the Land Development Agency
